2025 Board of Directors

Being a Board member for the Mt. Baker Chapter of SHRM is an opportunity to help your local chapter and forward the HR profession.

The Board of the Mt. Baker Chapter of SHRM is an all volunteer Board composed of professionals working in the human resources or related field. Some positions require SHRM membership or a certification and all positions have an annual term (January – December).   The Board meets monthly to address chapter issues ranging from budget to programs. Meeting minutes and financial statements are available upon request.

President - Caitlin McDavid


Caitlin McDavid
Talent Acquisition Specialist - Campus Recruitment - HSS Enterprises Inc.

Caitlin McDavid graduated from the University of Arizona with a BA degree in Business Management and minors in both Communications and Global Business. Caitlin moved from Arizona to Washington in 2014. During her time in retail management, she discovered a passion for the human relations side of business. In 2018, she earned her MBA in Strategic Human Resource Management from Grand Canyon University and the following year her SHRM-CP certification. After two years as the HR Generalist at IKO Pacific Inc. in Sumas, WA, Caitlin was internally promoted to Talent Acquisition Specialist - Campus Recruitment with HSS Enterprises Inc.


President Elect - Tyson Simmons


Tyson Simmons

Director of Human Resources - Hardware Sales

Tyson has been with Hardware Sales Inc. since 2015 and currently serves as the Director of Human Resources. With over a decade of experience in operations management, team leadership, and HR, he’s passionate about creating workplaces where employees can thrive. Tyson holds the SHRM-SCP certification, highlighting his dedication to building people-focused cultures. Originally from the mountain town of Twisp, WA, Tyson moved to Bellingham in 2011. Outside of work, he enjoys trail running, traveling, savoring great food, and spending time with his wife and dog.


Past President - Patricia Boteler


Patricia Boteler, SHRM-CP
HR Manager - Samson Rope

Patricia Boteler is the HR Manager at Samson, the world’s leading manufacturer of high-performance synthetic rope.  Patricia graduated from the College of the Environment at Western Washington University, where she received a Bachelor of Arts in Geography/Social Studies. She has been a member of SHRM since 2018 and was awarded the SHRM-CP in 2021.

This is her eighth year serving on the board.


SHRM Foundation Director - Amelia Mendenhall


Amelia Mendenhall
Employee Benefits Advisor and Practice Leader - PCF Insurance

Amelia began her career in insurance in 2010. As an Employee Benefits Advisor and Practice Leader, her day to day comprises of working with businesses on strategy, cost-containment, employee experience, compliance, efficiencies, and HR, as well as guiding and implementing best practices for PCF agencies throughout the country.

This is Amelia’s fifth term on the board, previously serving as Treasurer and President. Past volunteer experience includes positions with the Whatcom County Association of Realtors, Whatcom Young Professionals, and Big Brothers Big Sisters of NW Washington.

Amelia grew up in the Pacific Northwest, instantly in love with all there is to do outdoors. She spends her free time hiking, practicing yoga, baking, curling up with a book, and spending time with family and friends.


Treasurer - Caitlin Walsh

HR Coordinator - Samson Rope

Caitlin Walsh is an HR professional with a passion for the field and a commitment to ongoing professional development. She holds a Bachelor’s degree in Sociology from Western Washington University, complemented by minors in Music and English. Caitlin also earned a Human Resources Specialist certificate from Bellingham Technical College in 2021 and achieved the SHRM-CP certification in 2023. Currently pursuing an MBA with a Human Resources emphasis at Northwest Missouri State University, she continues to expand her expertise in the field.

Caitlin has been a dedicated HR Generalist at Samson Rope for nearly four years, where she actively supports the company’s human resources initiatives. Caitlin has been a member of SHRM since 2021, and this is her third year on the board.

Barbara Jenks, SHRM-SCP
Founder and CEO - Bright Fulcrum

Barbara’s broad experience, blended with empathy and punctuated with improv-inspired playfulness, empowers people to use clear and specific word choices, awareness and listening techniques and that cut through the noise and fluff that clouds interpersonal interactions. Her actionable tools and simple techniques reframe issues that keep people and teams stuck, freeing them to confidently make decisions and take action. Barbara’s fun and practical mindsets give individuals, leaders, and teams the small shifts needed to massively change culture and enhance engagement.

Recognized for expertise in HR, Ms. Jenks is a Society of Human Resources Senior Certified Professional (SHRM-SCP), holds a bachelor’s degree with distinction and maintains two certificates from Cornell University ILR school. In the community, Barbara brings an employment readiness program to a human trafficking non-profit and volunteers at horse-based therapy stable.


Krystal Crim, SHRM-CP 

Director of Administration - Capstone Physical Therapy

Krystal is the Director of Administration at Capstone Physical Therapy, a locally owned and operated outpatient practice with 8 locations in the PNW and a commitment to care, culture and community. She began her career at Capstone Physical Therapy and over the course of 11 years with the organization has helped the company to grow from one location to eight locations in all areas of office management and operations. She found her passion of working in people operations. During the past five years, her role has evolved to managing the full scope of Human Resource functions.  

Krystal has been a member of SHRM since 2019 and became a member of the Mt Baker SHRM Chapter in 2021. She earned her SHRM-CP in 2020. She looks forward to her first year of serving on the board.

VP of Human Resources - North Coast Credit Union

Veronica is a seasoned HR leader with over 20 years of experience in human resources management and organizational leadership. With a Master’s degree in Management and Leadership, along with SHRM-CP and PHR certifications, she brings strategic vision and operational expertise to the executive team.

As Vice President of Human Resources, Veronica aligns HR strategies with organizational goals, ensuring competitiveness and adaptability in a dynamic business landscape. Known for her people-first approach, she builds HR frameworks that empower employees, deliver measurable outcomes, and foster well-being and professional growth.

This is Veronica's second year serving on the board.



Tara Terry

HR Administrator - WWU

Tara Terry is an HR Administrator at Western Washington University, specializing in employment administration, recruiting, and data management. With over 12 years of diverse HR experience, Tara is deeply passionate about her work, as it enables her to make a meaningful impact by supporting individuals throughout their career paths.

Outside of work, Tara enjoys spending time outdoors with her family and capturing the beauty of nature through photography.

This is her first year serving on the Mt. Baker SHRM Board.

Emily is a social butterfly who loves hitting the town, catching live shows, and spending quality time with family and friends.

When she’s not out enjoying the buzz of city life, you can often find her connecting with nature, taking long walks with her beloved dog, Roxy.

Emily also has a creative side that shines through her passion for building Lego masterpieces, offering her a fun, hands-on way to unwind. And when it comes to tackling challenges, Emily is a wizard with Excel, constantly finding new ways to organize, analyze, and optimize.

With a perfect blend of adventure, creativity, and a deep love for her family and nature, Emily brings enthusiasm and heart to everything she does.

Professional Staffing Manager - Express Employment Professionals

Shannon graduated from Western Washington University with a BS in Human Resource Management. She is currently working for the Bellingham office and has been employed there for 20+ years. She is responsible for the Professional Staffing Niche - Accounting/Finance and HR. She started with commercial staffing, moved to professional staffing, and now oversees professional staffing and administrative staffing. Shannon was SHRM Member of the year in 2011 and 2013, has received multiple awards and achievements for Staffing with Express.  She enjoys spending time with her family and watching her kids in their sporting events!


Legislative & Workforce Readiness Director - Marley Morgan

Human Resources Generalist - City of Bellingham

Marley Morgan is an HR Generalist for the City of Bellingham, working as the Human Resources Account Manager for multiple departments across the City. They also provide leadership development training to supervisors and managers and conduct selection and recruitment activities consistent with the goals and intent of Civil Service and/or the applicable collective bargaining unit.

Marley has a BA in Communications from Richmond, The American International University In London. This is their fourth year on the board.


College Relations Director - Elizabeth Miller


Elizabeth Miller

Instructor & Advisor - Bellingham Technical College

Elizabeth Miller has 25 years of experience in Human Resources, with a history of success in developing HR strategies that improve productivity, and revenues while supporting creative cultures.

She is an accomplished leader with expertise in building successful relationships in union environments using her strong skills and knowledge in labor law, the collective bargaining process, and interpreting and administering employee contracts. Currently, as a Business faculty member, Elizabeth Miller has developed HR certification for Bellingham Technical College and is happily teaching and sharing her passion for HR and Business with her students.


Technology Director - Jessica Holz

Human Resources Manager - Grizzly Industrial, Inc.

Jessica is the Human Resources Manager at Grizzly Industrial, Inc., the country’s largest wood- and metalworking machinery company.  She has been with Grizzly for 15 years, starting out as the assistant to the Human Resources Director, and now oversees the entire human resources function, with a focus on strategic planning and workforce management.  Prior to working in human resources, Jessica was a legal assistant at various law offices in Bellingham, focusing on criminal defense and employment law.

Jessica holds a B.A. in Psychology from Western Washington University as well as her SHRM-CP.  She has been a member of SHRM since 2020 and this is her third year on the board as Technology Director.


Communications Director - Eddy Lindenstein

Senior HCM Consultant - Paylocity

Eddy Lindenstein is a Senior HCM Consultant for Paylocity.  Eddy graduated from WWU before spending several years working in Sports Radio and Non-Profit Fundraising in the PNW.  Eddy has been working for nearly 15 years in HR Software and loves working with HR Professionals every day.

This is Eddy’s 5th year on the Mt. Baker SHRM Board and he is bringing his social media experience and communication background to the chapter with excitement and enthusiasm to help the local HR community.

Eddy also coaches Girls Soccer and enjoys motorcycle riding, podcasting, and adventuring with his wife and two daughters (Zoey and Audrey)


Meetings & Events Director - Jane Parsons

Jane Parsons has served as the HR Coordinator at Kam-Way Transportation Inc., a family owned and operated supply chain and logistics corporation based in Blaine, WA for nearly 4 years.  In her role, she is responsible for talent acquisition, onboarding, employee engagement/retention, payroll and benefits. She is passionate about promoting company culture and core values.  

Jane moved to Whatcom County from Salt Lake City in 2002.  She began her career in HR in 2018 after having worked as a legal assistant for 12 years.   Jane has been a member of SHRM since 2018 and this is her third year serving on the board.


DEI Director - Emily Boehm


Emily Boehm

Founder/Consultant - Evergreen Workforce Consulting

Emily Boehm is the founder of Evergreen Workforce Consulting providing human resources support to organizations. She has over two decades of expertise in human resources, having cultivated engaging workplaces across diverse industries such as healthcare, non-profit, government, aerospace, manufacturing, and design.

Emily is an alumna of Willamette University, holding a Senior Certified Professional credential (SHRM-SCP) from the Society of Human Resources Management (SHRM) & a Diversity, Equity, and Inclusion Certificate from Cornell University.

This is her first year serving on the Mt. Baker Chapter of SHRM Board. She also sits on the Board of Directors for Brigid Collins Family Support Center.

Senior Employee Benefits Advisor - HUB International

Julie Mellick attended her first SHRM meetings while attending Western Washington University almost 25 years ago.  She obtained her degree from WWU in Business Administration and Human Resource Management.  She worked in various HR roles for over a decade before discovering her passion for Employee Benefits in 2013. 

Currently Julie is a Senior Employee Benefits Advisor at HUB International Northwest where she works closely with business leaders and business owners to find solutions, craft strategy, and execute plans to create an impactful employee centric benefit program.

In addition to her work, Julie is a mother of two, serves as a Civil Service Commissioner for the City of Bellingham, and is excited to serve on the Mt Baker SHRM Board.
